The US has to have moved their capital to Chicago, Germany can't be at war with the US, beyond that it is mostly just a matter of waiting and holding Chicago until the event fires.
EDIT - I've just got the event that relocates your capital, ignore me.

Those are all of the triggers for the event.
That's helpful, but is there a console command to force trigger the event? I'll only use it if the conditions are met

That isn't the only way to play as them.There is a chance for the Federation to spawn (Democratic version of EXALT) when completing the Final Measures focus, and eventually giving you an event to choose if you want to switch to them.
Also someone needs to make a mod that imports X-COM music for this mod...the Tactical Legacy Pack soundtrack of X-COM 2 comes to mind..."Commander!"
I think there could've been a special soldier 3D model in-game, instead of the standard WWII troop to represent X-COM (you had special unit models for the Martians; show my X-COM some love). And also I thought I had to do some kind of political focus and/or research tech to get X-COM...neither were the case.
If you really want to get game-breaking like me and take notes from my comics, X-COM is only the beginning for the USSS, or United States Super Soldiers. A lone prototype turns into a fireteam, and then finally the means to make more become available.
Also I forgot to mention, there should be other triggers for XCOM, such as if at war with the Martians for X amount of time (and not requiring specific lands to be captured), or if the Martians are defeated and none of the other conditions have triggered (so that players won't have a condition where they'll NEVER get to experience XCOM).
