Can i turn off passive research points income ?
I need really slow super hardcore mode ! where you can get research points only in world and lab reserch ... etc ! i really need that ! )

New update permits it with a single patch file, so , yes. You'll need to create the patch or wait for someone else to do it.

You will, however, find it to be nearly impossible to reach any degree of research income without it. This will balloon your playtime to around 60-120 hours rather than 40-60.
