Kinda drove me mad (heh). So i kinda put together a rudimentary solution, since it doesn't seemingly drop (in and out of Admin mode), i tried to spend it all in one go so i got to 0.
My initial goal was to make that slime fellow from the buidable madness-related Tome crafting station, since he's a easy 20 Madness (although the other parts where harder to attain, but an Gene spicing thing and a Extractor and a lab guide thing telling you which thing you need for what processed/end-item worked).
Along the way i needed like, 620 Madness to unlock that research to make the slime guy, and by sheer miracle, i *exactly* ended up with 620 and got it to 0, making the very annoying madness effects stop (even though i was in admin mode at the time, i guess the research tree consumes it regardless of admin mode - not that i mind in this scenario).
As for how i got that much madness, i simply made those mad scripture things from the Tome Dias and used them to attain more until i had enough.
Well, spending it worked in any case. Tried hiring the highest/3rd tier phyciatrist or whatever you spell that, didn't work, contract was removed but no crew added (on a ship, with and without admin mode). Tried the 2nd tier one, no effect. The worst tier: actually worked! Hired. No effect in stopping the constant annoying heartbeats, though.
Ah, if i knew what item was the Madness currency, i could've given myself juuust enough as admin and skipped a whole load of annoying steps, but eh... I dunno if this would be of any help to those seeking to remove stuck madness, since FU has way too many crafting stations.
That's the idea. It constantly degrades. You need to intentionally seek it out, or be careless, to farm it. No easy way for madness, sorry :)
