1910 Spain focus tree bugged?
In the 1910 start, playing as Spain, I cannot progress to the national focus "Servicio de Aeronautica Militar" because the requirement "Has researched ww1_fighter1" is not met. I have researched all the planes to 1915, so I think this national focus is bugged.

Is there any workaround for this, is it a known bug, or have I just missed something?
