Report a translation problem
My stumbling block there is I'm not a big fan of the instant wargoal you get through focuses so I've been pondering a replacement.
I understand; finishing all of the claim focuses would be my priority as well.
I'm not extremely knlowedgeble about the limits of focuses, but maybe if you control all the states required and actually own them, not occupy them, and you have a great deal of political power stored, you can enact an optional focus that allows you to liberate the Western Roman Empire and form a faction.
I'm still learning the limits of HOI4 and how easy everything is, so sorry in advance if this is far too difficult :)
