What is the Borg Re-Assimilator (colony ship) for if no planets can be colonized?
So I am 23 hours into this play through as the Borg and Ive yet to figure out how to use the Re-Assimilator (colony ship). Pretty much every planet ive run into is between 85%-100% habitability yet I cant colonize or terraform any of them.

All I can do is take over other cultures already established worlds.

So am I missing something or is this ship for the Borg without purpose?

Essentially:

When you strip population from a planet, you can then COLONIZE that planet.

I am not sure I follow. I have in the expansion planner 40+ habitable planets, yet if I filter by colonizable checkbox there is absolutely none that can be colonized. Cant terraform either.

I've been wondering about those Re-Assimilators too, can't figure out their usage for the life of me.
