What do you mean? Which nation are you running, and have you conquered any of their settlements or people? Those're vital elements to clarify why that might be.
It is true that they can be useful settlers- if you can get that to be done, but you'd want to transfer them yourself, almost immediately upon settling them somewhere, they tend to die off far too quickly in colonies.

I'd say you *may* need to edit your species/subspecies right to automigrate if anything. Universally I have *everybody* able to move around as I play the game, and then really push that policy to the maximum: I like to allow the citizen subjects to find their own employment, regardless of the nature of the creatures.
I'd say look into your "species setting" and go systematically through *every* type of lifeform in your country, finding out which ones are able to automigrate and which ones aren't, and altering the legal rights of your laborers to be able to move on their own to where there's jobs.
"Owner" is *you* in this case, so you've got to edit the freedoms of the people in question.
The owner of the species/subjects/slaves is the *player* if it is the empire's member species.
Yeah, you'd have to edit your national laws; or move them *yourself* which can be done; however a pain it would be- and that alone also behooves the question that since the Borg cannot colonize, why would they depopulate a planet to begin with? But that also would require you to edit the laws, and the rights of the inhabitants, especially as with the Borg Collective, or any other such state, your "citizens" *are* the assimiliated; so they'd both have naturally fuller freedoms and at the same time far more value to you to protect.
Arguably you'd have to turn it on, but if that's what you want; it is probably wiser; as it, especially if you can push through the legislation "Greater than Ourselves" you'd have them moving to where there's jobs almost automatically.
It may also be taking a while, I don't know if you have "Greater than Ourselves" as part of your legislation at the time you were dealing with that, but that'd be useful in the case where you're having trouble with population unemployed surplus some worlds and excess of jobs and housing on other worlds, it is little stuff like that: jobs unfilled that is the biggest weakness in economics.
