Cant start Accession talks.
All must be true,
X beside "Is player controlled"
X beside "Is a subject of another empire."

Everything under Planets is an X as well, also "Has the is_sth_fallen_empire_start Flag


Is it talking about me or the other 89 empires in the game? Its preventing me from having anyone join the Federation. Never had this issue before.

You need to be in a coalition with them, or they need to be a vassal...

And it needs to be done through the UFP Council event... Not sure what you're looking at for this to appear (or maybe I've just never taken notice of what pops up during the Council prompt)...
