heroic leader not showing up
Updated to 3.5.3 and i cant recruit Archer. Not sure if this is a bug or heroic leaders act different? I am used to just going into leaders and he would be there. Any help?

A related issue: In early non-FED (Romulans) game I got an event/mission (something related to planetary crime) that required an admiral with Heroic trait, but I neither had nor had a way to get one.
