TLDR:

Is there a way (console command or something else) to make the founding empires (or any empire) into a minor empire?



Longer version:

I want to make Vulcans, Andorians and Telerites to either expand very slowly or not at all. I love playing as United Earth, but when you finally federate, all three of those factions are huge. With many systems. And it feels game breaking. I want a challenge. The only way to achieve this is to nerf them some how, but i dont know how to.

Any idea's?
