Avoiding Terra Prime?

Just started playing this excellent Mod. I'm sure I'm missing something obvious but I keep having United Earth being overthrown and replaced by Terra Prime. How do I keep United Earth so I can form the Federation?

Send in the macos and they will put them down. Forget diplomacy.

If you have Archer as a scientist, I would task him with negotiating the dispute. If that fails (which is possible) then I agree--send in the MACOs. Last time I played Mars seceded, but rejoined later.
