Like Grayhorse said though, not sure why you would not want to, without becoming Terra Prime, or simply playing on the Mirror Universe map as the Terran Empire...
Need time to build up and leaving the others in coalition they keep expanding their border independently and not using my influence and resources for a few years while i build up enough fleet to withstand romulans and klingons

Yes, every couple in-game years, but it can just be suspended again with the Now is not the time... option...
Yes, but after triggering that you're asked if "unity is in earth's interest" to form the federation or "now is not the time". This gets asked at least several times if you chose to delay, my question is if that nuber of delays is finite or is there a date limit.
