Same question from me.
I am in coalition with Volcans, Tellarites build own coalition with Denobulans, so I need Andorians to build UFP. But i cant ask them (I am leader of Coalition) to join me becouse Vulcan/Andorian Rivalry. "Ask to join coalition" button is greyed.
Any help will be apriciated

I've been struggling with this too. After a couple of play-throughs there always seems to be a Vulcan/Andorian rivalry no matter what you do, so Andorians are out as a coalition member because the Vulcans will never let them in.

I can get all three of the Vulcan/Tellerite/Andorians to like me but for whatever reason the Vulcans don't seem to want to play ball with anyone, even if you fix the P'Jem event. As of about 2200 they still won't let the Tellerites in the coalition (for what reason I have no idea) although things seem peachy between them.

So I think my next try will be to refuse the Vulcan coalition request at the beginning and hopefully still be able to do the P'Jem event to get the Andorians to like me and then get the Tellerites, Andorians, and another race (maybe Betazeds) into a coalition so I can get this blasted Federation up and running for once. We might let the Vulcans on the bandwagon later on if they ask nicely.

ive found after several restarts that it happens about 3 out of 5 times. only fix is restarting

It strongly feels like there is an event that is missing.
Something that triggers at a certain time that makes these powers predisposed to form a coalition and to stick with it long enough to form The Federation.

For me problem is not only when playing as Earth. I will waste so time and reset few times, But in my last two games as Klingons and Borg, Vulcan/Andorian "problem" block AI from creating UFP.
Especially when You starting far from Quadrant Alfa You will not know if Federation was created until middle/late game

Use the console and switch to both Andorians and Vulcans and un-rival each other.

You'll have to wait for 20 years after they first declared the rivalry first.

This is an intentional change in the new version due to lore and story telling reasons. Please note that you do NOT need all of the federation founders to found the federation.

To create UFP we need 3 federation founders, right? From my experience 50% of games i cant create coalition with Tellarites becouse they are arleady in coalition with Denobulans. So i am stuck with Vulcans and Andorians.
When You refering to story telling reasons You sugesting just wait and at one point Andorians and Vulcans will be friends, right?
I can also leave Volcan coalition join Tellarites/Denobulans and after some time ask Volcans or Andorians to join me and then i will be able to create UFP

Also, is this is not problem for AI to create UFP?

i see AI UFP in my games after patch all the time so i guess there is just a script for AI that happens after some years or any other mark.
In my current Borggame the Federation is made of Humans,Vulcans and Andorians and Yridians and Bajorans.
So i guess a Script.

In my current playthrough, I founded the federation with Andorians, Tellarites and Denobulans only.

That's a bit odd to say it's from a lore perspective, considering that in the lore they learned to get along and formed the UFP together. Thanks to the game mechanics they'll be in a perpetual rivarly and that's pretty far removed from the story.

That confuses me too

There are ways for the rivalry to end, and there are events tied to it.

But no, you do not need all 3 federation members to form the federation, as Shaggo said.

Could there be a feature to fix relations between Vulcans and Andorians like a peace talk or something?

At present, i strongly feel it is broken like this. Vulcans and Andorians refusing to get along does not match ST lore. They did learn to get along, and did create the Federation. An event is needed surely. Please fix it, because in its present state it deters me from playing
