Decision: Starports can now import-Luxries and a trade question

How does this work? I went to a planet with the level 2 Starbase (Stellaris calls this a starport it think?) in system and went to the "Decisions" menu and nothing. Does anyone happen to know how to turn this one and what it does?

Also, does trade collected simply provide power as it does in vanilla?

I haven't looked at the latest build yet, but last time I checked the 'starport' in question was a structure built on a planet directly. The relevant decisions for importing various resources would be available on that specific planet's decision page.

Starports are planetary buildings.

Thank you very much! I do not see Starports in my building list. I do see a Trade Center, is the Trade Center a lower lvl Starport?
