This does not have to be a game ruiner playground. In regular Dota Valve long ago made penalties harsh enough that the community banned game ruiner players and behaviors. They are rare. But over half of tiny and kotl players play exclusively to game ruin in 10 v 10. No complex system of penalties or admin oversight is required. Just disable Toss and Recall. This simple step will make it not fun for game ruiners to play and they will never be in 10 v 10 games.
