I've seen people use influence and admin ideas (for policy) to get the cost quite low. I haven't found a good way yet to lower the integration cost for a specific subject/subject type yet.

It's by no means impossible to annex it even at 6-7K cost. Sure it'll take you 50+ years, but you can.

That said, in addition to what's mentioned (influence ideas also give you a reduction in itself), there's also an event that can fire if you got influence ideas that reduce the cost for a certain period of time, and there's a parliament debate that can also further reduce it.

If you want to make them easier to annex, you could always make them annex through event/decision or mission. You could also add cores, as cores in a vassal reduce annexation cost.
