How does ECM system work after v3.52?

With update v3.52, the ECM system functionality has changed.
Apart from "A new ECM system uses ECM capability in aircraft to determine the success of jamming or not.", there are no more details.

Does somebody know how does this work now or could the author please describe it in more depth?
