Further report:
1. The above issue was immediately resolved after I removed the RimTalk mod.
2. No errors were reported in the logs when the problem occurred.
After I moved RimTalk to the very end of the mod sorting list, I was able to successfully click on the options.
Although the visual effects of highlighting and graying out were still present, this time I could interact successfully, so my problem was kind of solved.

@prebator Thanks for reporting. I couldn’t reproduce the issue with the race mod + Ancot Library. Are you using any weapon mods that rely on Ancot? If so, please check which exact mod is causing the problem and let me know. I need that to reproduce and fix it.
