Spawning Vehicles ending up in buildings rather than roads or on someones back yard

So! Been tryna play the game and get a good accurate feel yet every time a police group or fire department group is spawned in, chances are the vehicle they spawned in would be either in some poor dudes backyard or stuck inside a house.

yea i would like a option to remove this as well as the 2 npcs that garunteed a spawn in your starting house
