On the topic of OD, I notice that quick reload doesn't affect Arcane Orb, where as it seems to affect all other skills, is that intended?
Arcane Orb without Quick Reload = 1.3 seconds
Arcane Orb with Quick Reload = 1.3 seconds
Arcane Orb with Quickening Charm (while moving) = 1.1 Seconds
Looking at Drow/Viper/Lina etc, all their skills are cast more often with Quick Reload, but no love for OD :(
You probably have high CDR for ORB on a rune so quick reload does not reduce it even further. Max possible CDR is 50% Quick Charm allows you to go over it, that's why it works
I checked by taking off all my runes, and OD's Arcane Orb (without any runes) is 1.7 seconds.
With 25% CDR, we get:
1.8 * . = 1.275, which rounds to 1.3 seconds.
If 50% is max CDR, wouldn't I be able to get to .9 (1.7 * .5 = .85 rounds to .9)?
Or am I missing something?

EDIT 2: Actually I forgot about the 10% from talents, so that brings it too potentially 31%
Left my incorrect numbers above, but it looks like Arcane Orb's original time is 2 seconds, so I should be able to bring it down to 1 second, but currently I can only get to 1.3 seconds.
Which means I have 35% CD, so shouldn't Reload give me that extra missing 15%?
Hello again. OD's Arcane orb has 2.5 seconds CD without any reductions, you can check by opening the hero development NPC and put mouse on his arcane orb, so 1.3 is about right, because dota 2 does not round up values most of the time.
