It would be wonderful to see your work on future content given how brilliantly this has been done. I'm thinking: Huinitenuchli, Ruler of Xlanhuapec (focus on slowing and debuffs); Quex, Ruler of Itza (perhaps a focus on unleashing the weapons of the Old Ones at Itza); and the mysterious second gen slann who is the ruler of Zlatlan. Maybe you have already started!
I would have done Huinitenuchli, but he's in Mixu's Legendary Lords mod, though I do tweak him in this one to make him more in-line.
Quex is not ruler of Itza. While we don't know for certain who is, I have my own suspicions and they aren't Quex, who I believe to be a lower-generation Spawning - Fourth at most. Not the Second Generation that he'd need to be to rule Itza at any rate.
Conversely we do know who rules Zlatlan, and I do intend to at some point make him the ruler but that's unlikely to go beyond a name and trait, as I don't fancy making him a fully-fleshed out character. Adohi-Tehga was honestly hard enough and he had a pretty decent chunk of lore behind him.
I'd be very intrigued indeed to know about the ruler of Zlatlan! I'm not aware of any GW material on him at all. Great to hear that you're working on him.
The source for Lord Quex is: Quex, Ruler of Itza, argued with Itz-Xloc about the moving of continents, then pushed them anyway, causing Itz-Xloc's death when his temple collapsed.
Warhammer Armies: Lizardmen (7th Edition), p. 11
In 8th edition (p.26), it became: -1500 -- Lord Quex enacts his realignment of the continents. In the course of the continental fine-tuning much of the world suffers disastrous earthquakes — most notably affecting Skavenblight and the Dwarf realm that stretches across the Worlds Edge Mountains. (I'm not sure if he is even assumed to be in Itza in this).
Page 5 of the 5th Edition Lizardmen Army book states that "Lord Xuaxamul" was the reigning Mage-Priest of Zlatlan, which probably makes him a 2nd Gen being that we know that the 5 remaining 2nd Gens all rule one of the 5 remaining Temple-Cities.
Did you take that "quote" from the Warhammer Wiki, by chance? Because looking at a copy of the 7th edition Lizardmen army it does not say anywhere that Quex is ruler of Itza. In fact, Quex is stated to be from Pahaux, whereas Itz-Xloc is from Itza, and was sat upon the great pyramid there when the realigning of the continents was performed - which lead to its destruction and his death.
It's also stated that the elder generations were not in favour of the realignment compared to the younger ones, and since Quex was the proponent and Itz-Xloc the main naysayer, it's probably fair to assume Itz-Zlotc was an elder generation, possibly even 3rd.
You prompted me to dig out my 5th edition book. Indeed, Lord Xuaxamul is described as the reigning Mage-Priest of the city (Zlatlan) in the expedition of Ibn Jellaba (on p.7). The writing from 5th edition was some of the best that GW had to offer.
Regarding what you say about Quex, that makes complete sense. I had thought that there was an inconsistency in the lore that had Quex as the ruler of Itza and also as the main architect of the earthquakes. PS. It is interesting that Quex was in the right, as it were, since I believe that it was his actions that led to the hidden plaque of Otzli-Potec being revealed (5th, p.68).
