- Sceolan of the Hooked Blade: recruited from the Winterheart landmark at the King's Glade, available for all Wood Elf factions.

- Prince Lorenzo Lupo: recruited from the Palazzo of Luccini landmark at Luccini, available for all Human factions & is playable if you have Cataph's Southern Realms mod enabled.

- Emperor Wilhelm I: recruited from the Occupied Imperial Palace landmark at Altdorf, available for Vampire Counts factions.

- Ulther Stonehammer: recruited through a dilemma given when Gnashrak's Lair is taken, available for Dwarf factions.

- Augustine de Chegney: only recruitable through a dilemma given when Brunner's Secret Identity skill is unlocked; Bretonnia only;

- Captain Leopoldo di Lucano: leads the starting enemy faction of Luccini, South Tilea Coalition, but can be acquired when you defeat them; Southern Realms only.

- Matthias Volker: for the Broken Wheel faction ONLY; tied to its event chain.

- The New Emperor: for the Broken Wheel faction ONLY; tied to its event chain.

- Wolfgang Holswig-Abanauer: recruited from Altdorf (Town), available for Karl Franz ONLY.

- Hothar the Fey: recruited from the Hothar's Flying Castle landmark at Tor Finu, available for High Elf factions.

- Urak Soulbane: recruited from the Soulbane Witch-Cabal landmark at Plains of Zanbaijin, available for Warriors of Chaos [Undivided] & Tzeentch factions.

This is fricking awesome! I love that it encourages you to take certain cities/areas in order to get them. Hoping to see more, especially DE and Vamp Counts/Pirates!!!
For Be'la'krothrogor, he’s available for all Nurgle factions, does that include Festus? I know he’s Warriors of Chaos but he is Nurgle aligned.

Warriors of Chaos can't build anything in Marienburg since it's not a Dark Fortress. So, Festus cannot recruit Be'la'krothrogor unfortunately.

I dont know if its from one of the landmark mods i use or a part of the base game, but there is a landmark WoC can get in a lvl 1 outpost in the north eastern part of Kislev territory. I wish i could be more specific but I havnt played WoC in a long time.

You might have already tried this but maybe you can make the landmark T1 building (preferably with a garrison) and that might let festus build it
I can't seem to get the Talisman of Spite (unique item given to Amadri Ironbark at level 20) to work, more specifically the Aura of Spite does no damage. From a balancing perspective I guess it's fine it doesn't work, as it would have been pretty busted, but then again I had looked forward to watching armies melt infront of the treeman.

Since Marienburg is a port settlement, you can't have a T1 building other than the port there IIRC.
I can't recruit Lurenzo Lupo iven if I have the building required and money. Why?
