Difficulty

So i have the enemy difficulty set to very low and the mission difficulty set to 0 but yet the ai can shoot me out of a sports hatchback going 127kph. Am i doing something wrong?

The AI know how to lead instinctively.
The foot soldiers will throw their aim off deliberately at least for a while, but turrets (both static and on vics) do not and end up laser accurate.
