Cant assign generals because of flag covering the button
Tried disabling la resistance like said in a previous topic but this didnt change anything

even with no dlc enables the flag covers it up for me :/

I have the same issue and I have no dlc as well, tried everything I could, nothing seem to be helping

I can't remember because this was a while ago but i believe changing ui scaling helped

If you have any mods active that change the division designer or the division view UI, the flag will get overlaid as the mod uses a custom hud that is different from vanilla. One mod that is known to cause this issue is 6 support companies. There are others, but you'll have to figure that out yourself.

Tldr disable all but HoM and experiment
