Question about using this with friends

I'm planning to troll some friends by massively boosting my naval production and winning at sea against all odds. Do all of us need to have the mod enabled for it to be used, or I have it without them having it?

The simple answer is - if the mod is not Ironman compatible, all players must install it.
"Precise Buffs" is not Ironman compatible. So you all need it installed.
