How to pass Imperial Armada Resolution?
Playing as the empire and when I try to propose the founding the Imperial Armada Resolution it says I cant and the only reason it gives is "Never". Cant figure this one out.

That's because we disabled that option. It was a design choice since those fleets are basically like a renamed vanilla federation fleet - another thing we don't use in the mod.
