Does anyone know why my specialists do not fill correctly? It seems to mostly be enforcers so when I favourite them and then click off if someone can fill from below they will take the slot and then it works - don't mind doing that but now it's got worse.

Example. Got 3 jobs, 1 enforcer, 1 hyperfuel, 1 entertainer. Loads of jobs beneath it with pops capable of doing any job. I simply cannot force anyone from below to take the higher job, 2 pops in the tier just juggle around between the 3 and it's really annoying that I cannot fill them.

Any ideas or people having the same issue?
