There's a mission about tracking down smugglers you need to do; I think you need to keep accepting the Cantina missions until you get it, but not 100% sure on that. Once you get the mission, you'll need to send a military ship to several locations to scan, and one of them will have our favorite blue-skinned, red-eyed super genius.
