This workaround only works for [SSU]yengyang's Middle Earth Civilizations and Middle Earth City State mods. This will NOT work with his Middle Earth Barbarians pack or Middle Earth Only mods. You'll have to set up games to only include Middle Earth Civs manually, also as far as I can work out right now, there will be vanilla city states along with Middle Earth CS in the game as well.
Additionally, this workaround will have the side effect of looping the main screen music throughout the entire game, I think its possible to get the mod music but I havn't found a way yet.
This method will alter single player as well for as long as you have the modified files in your Civ folder.
INTSRUCTIONS
1.Subscribe to and download [SSU]yengyang's mods as you would normally on any steam workshop mod.
2.Find your mod folder.
The default location is C:\Users\USERNAME\Documents\My Games\Sid Meier's Civilization 5\MODS
3.Find your game's local files.
You can do this by going to your steam library, right-clicking Civ 5 and selecting properties then selecting the local content tab at the top and then clicking the browse local files button.
4. Navigate to Assets>DLC>Expansion2
5. Copy [SSU]yengyang's mod folders from the "MODS" folder into the "Expansion2" folder. I also renamed them with a [MOD] tag so that they're grouped and easy to find.
Your files should look like this: http://imgur.com/Bwh5ghb
6. Download the "Expansion2.Civ5Pkg" file from this link [drive.google.com]
7. Backup a copy of the unmodified "Expansion2.Civ5Pkg" file. Just copy and paste one to a folder where you'll know its there.
8. Copy and replace the modified "Expansion2.Civ5Pkg" file into the "Expansion2" folder
9. Do the same with any other computers you want to play the LAN game with.
THE FILES FOR BOTH GAMES NEED TO BE EXACTLY THE SAME IN ORDER FOR THIS METHOD TO WORK
10. Start and play a LAN game as usual
UNMODIFYING
Simply copy and replace the unmodified "Expansion2.Civ5Pkg" file from your backup folder into the "Expansion2" folder. No need to delete the [MOD] folders, they won't be loaded as long as the .Civ5Pkg file is unmodified. Additionally, you can verify game cache from the properties>local files menu in the steam library, this should make your copy vanilla once again.
