Report a translation problem
I've had the gatecrasher mission end automatically after killing the last enemy (even if I don't open the prisoner cells), but other times it only ends after I open at least one of the cells, so it seems the game isn't always checking for the same things.
There are some mods to show the number of active enemies on the map. Maybe try installing one of those and see if some enmies spawned inside the terrain and can't be killed (I've had that happen in a couple of LWOTC missions, I'm not sure if it can happen with CI as well).
Maybe check your log file and see if there's any error messages. The default location on Windows is: C:\Users\{username}\Documents\My Games\XCOM2 War of the Chosen\XComGame\Logs
Also, maybe share your modlist/enabled mods and maybe someone can point out which one isn't compatible if you haven't figured it out already.
I rescued the people I was sent to rescue.
The only remaining objective was "kill all enemies"...
Thing is... I'd killed everything on the way there and then that objective popped up after I rescued people from a prison.
And I scoured the entire map multiple times. There was nothing else to kill, and no reinforcements appeared anywhere.
I had noise indicators on to make the search easier. Not a single blip from them. Ever.
There was nothing left to kill, but because that objective was added AFTER I reached the prison and had clearly already killed everyone... the game didn't recognize it.
Doesn't matter, for other reasons I've given up on ever playing this game because even on an rtx 4080 it stalls and freezes up waaaay too much. With or without mods. This game was never optimized properly and I'm honestly sick of professional developers exploiting modders to fix their games' problems.
So that objective wasn't there from the start? That would definitely suggest a mod conflict or a bug.
Did you launch CI using the standard Firaxis / 2K launcher, or did you use XCOM2 AML (the Alternative Mod Launcher)? The 2K launcher is known to be quite buggy (what a surprise), and often "forgets" to launch some mod components. The AML will even show you which mods require other mods to work properly, etc..
And yes, this is the kind of game where I think 90% of the money should go to modders. By the time you manage to most of the bugs and gameplay problems, you're hardly running any of the original code. Firaxis has some good artists but I wouldn't trust their coders to program a washing machine.

And yeah, I got around it through a combination of console commands and the phyrric victory mod.
