Having the same issue. "Confirm Action" is greyed out. I have Odd's mod pack collection installed so not sure what's going on.

UPDATE: I cannot select covert missions on the geoscape (it allows me to go to the loadout screen but not hit "Confirm Action") but after building the Resistance Ring I can finally go about selecting who to send where and click confirm as normal. Not sure what's going on

I have a simiar issues. The covert action button is greyed out. I'm able to do 1 covert mission from the geoscape screen at a time. I'm also using Odd mod list. Am I missing a mod, where I can do multiple covert actions at once. I'm watching odds games. He is able to do multiple ops. I have the same mod list. Puzzled.

Clear config files. From his play through, it looks to be working. If you have any additional mods, they may be the issue.

Same Issue here, can't start a covert action, button is greyed out. Using the OddMod list, but i had to add some extra packs for this mod (all the strategy bridge overhaul mods, as for some reason those werent downloaded automatically).

Have tried deleting config files and running a few different gatecrasher missions, same results errytiem :(

What config files?

It's the number one step in mod troubleshooting, especially for this game. I am not at my computer right now, but you should be able to find what you need to do with a simple reddit or google search.

The basis of it is to clear your mod config file from your XCOM2 steam directory, and from your local profile.

There are a few causes of this common issue:

1. you don't have Robojumper's Squad Select installed
2. you don't have the correct version of the Community Highlander installed
3. you are subscribed to multiple versions of the Highlander (there can be only one)
4. you have Framerate Smoothing enabled in the XCOM 2 settings (it breaks UI mods)

Please check each of these cases, and let me know if that fixes it or if we need to troubleshoot further!

3. I only see 1 copy in AML search. X2WOTCCommuityHighlander V 1.22.4 8/6/2021 10:52:33AM. However, I also see [WOTC] Alien Hunters Community Highlander as well. V 8/6/2021 10:46:09AM <---I will disable and see what happens

So I disabled the AHCHighlander but then there was an error saying DLC2 missing. So I reenabled and started my 5th Grate Crasher...same. Cannot do any Covert Ops Missions still. (Gate Crasher is starting to grate me....)

Odds list includes an ini tweak that includes his own settings, possibly to help compatibility. Do you have it installed?

I DL'd everything in the Collection. AFAIK I remember seeing "settings/tweaks" somewhere in the 225 mods. I believe I do have it, but I will take another look for it to confirm.

Yes, it was DL'd (the tick box is ticked) so I assume it is working.

Also, if I try to customize the Skyranger the game freezes and stops completely. Not sure if this helps, but that MOD is also made my robojumper so I figured I'd mention it here.

Okay, so there is also the concept of load order. Which if all you did was just download everything in the order it was listed, might be part of the problem. I remember looking through and spotting a few load order issues that would need to be addressed if you just hit the "download all" button.
