its the moons around the starter planets, where the crashed titan is. its part of the main quest line. In vanilla it teleports you to a floating xenu mainframe, in Reforged you go underground. theres like a storage room and you destroy a crate to get into this generator room if i remember correctly. anyway under the walkway is two alien containers.

if this is what you are talking about, Then no, as far as i can tell, you can't get to them. I went into creative mode, there are no damaged blocks you can break, no switches, trap doors or anything of the like that i could find, and there is no way to hop over the railing, nor could you get back in even if you could. it appears to be an oversight or something left over from pre-admin core days. i even checked a couple of you tubers and they came to the same conclusion. unless we all missed something , its impossible.
You can also just jump down there by climbing onto the fire suppression console.
As for jumping, i somehow missed that that spot on the concole (bounced around like kangaroo for half an hour), but having just tried it, i couldn't get back in. there are a couple of spots i would catch, but the minute i crouched to try and squeese through, i fell off. not sure where the sweet spot is, but at 350 + degrees and radioactivity and being a bit of a jump, you don't have a lot of time.
