No Diplomats
Starting a new campaign as rome i have no diplomats, nor i can recruit them anywhere.
Any advice/help would be welcome.

nevermind i figured it out how to recruit.
still is it right rome starts without any standing agents?

A lot of factions start with no standing agents. Those that do generally only start with one diplomat and one spy, no matter how big or small they are.
If it bothers you, you can "process_rq [Settlement_Name]" to instantly recruit one. And "add_money [amount]" to give yourself back the money you just spent on him
