in the meanwhile what seems to have fixed 99.9% of my campaign issues was disabling "Pause game on suspend" in the launcher
The campaign issue is definitely an engine one, with the above option avoiding it. Usually my GPU is under some 33% load on the campaign map, but when the massive lag issue happens the GPU has gone to only 3% load. Reloading any save usually fixes it though.
N is the hotkey. You can just toggle it when you need them and when you don't.

but yeah, the big issue I was complaining about the other day was just that, GPU load dropping to 0 and fixed by disabling "Pause game on suspend"
