how do i change settlements official culture?
i am playing Siraces and have conquered few of bosphoran cities. I already managed to convert one of them to 100% scythian culture, but a tooltip still says, that culture is set to bosphoran by a shrine/ temple. Shrines are already upgraded to my culture, governors villa already upgraded to my next level fo my culture aswell.

I then thought, that it might be because more than 50% of a buildings are still built by bosphoros but it there isn't culprit either.

Only thing which remains, is that both a "polis" building and native scythian culture building are both bosphoran and both undestructible

Any advice?

I've found that only the last building in the recruitment tree, the level 4 building, is the one that finally tips the settlement over to your culture. I guess it's simulating the time it takes for cultural integration/conversion.

i see i have attached a wrong picture( have had cursor on a wrong position). Anyway it seems you know what i am talking about. So you do mean a lvl4 recruitment administration building? The one which will completely remove foreign conversion and will only convert to my nationality but also deny a foreing recruitment?

It won't remove foreign conversion, but it will make your conversation the greatest - which ultimately has the same effect: the settlement will eventually be 100% your culture.

You might get some high unrest along the way though.

Siraces exclusively : 1-2 building lvl - 50% skythian + 50% bosphoran conversion.
lvl 3 : 80% skythian , 50% bosphoran
lvl 4 : 80% skythian , no bosphoran and in building browser it shows that it will also remove bosphoran recruitment, which makes sense given i am trying to completely convert a settlement.

LVL4 according a tooltip , should apply only my native culture. But there are also polis buildings , so i will need to decide, where and which ones i want to leave be Bosphoran because of better infantry options.

You don't, that's so that minority cultures can still exist.
