I believe i found a bug on weapon/armor upgrades

Hi, i found a bug, i have a fully upgraded smith (+2), and i have a pantheon to Hera (+1), as Sparta, and i still only get silver tier weapons when i should be getting gold ones.
Tried this as Seleucids to, same temple, same thing happens
