RECRUITMENT IV building

Is it intentional for the final recruitment building to stop allowing local recruitment of non faction units?

Yes, stop at Recruitment level 3 if you want AOR units.

I see, have followed up with some video's on youtube and I also see that culture is spread by the last tier recruitment building. All makes good sense now.
