actually what happened is that late clone wars, palpatine hired spaarti corporation to create a cloning facility in coruscant. They could pump out clones a lot faster than kamino, lets say in 10 years kamino could produce a certain amount of clones, the spaarti facilities could produce that amount in one year, maybe even more. So like at the end of the war there were a lot more spaarti clones than kaminoan clones, without them knowing. The problem of it is that despite the lower cost they didn't have the safeties and the same training kamino clones had. They were of lower quality and they were used for one purpose: cannon fodder. So if it is to have a focus tree like that then there would have some penalties for using it like -80% -90% army attack/defense or 100% time it would take to train the units. Maybe this could be done as a sort of policy and then would could be able to decide if the spaarti clones would have the same safeties and training as the kaminoan counterparts or simply remove that for lowered production cost which would dramastically change as you go through spaarti policies.
