instead, you gain them from buying private corporations, which will award you between 1 and 5 corporate factories, and a random buff thats associated with that company (for example, buying Incom will give you buffs to your fighters, and so on. It also lets you produce their spacecraft, buying Corellian Engineering gave me their Corvettes.
You have to buy shares in those companies, once you own more than 50% in shares, you can buyout the company and its yours.
Afaik only Systems that belong to "The Corporate Faction" are able to purchase companies and thus gain Corporate Factories. Hence why Mandalore couldnt get them at all
