(THIS HAS BEEN SOLVED).

Edit: Switching the scenario to the DO NOT PLAY and back to the original scenario fixed the issue.

For posterity:
I'm trying to host a game with a couple friends, and when I open up a lobby, I am physically unable to select a country, or even open up "interesting countries". I'm stuck as "no faction". Is there any solution to this known?
