In case you are affected by this you can type
ent_fire lcs_escort_enroute01 start
into the console. That way you can trigger what the game logic was supposed to trigger BUT ensure that rosenberg is close to the group in order to avoid any additional problems caused by NPC actions.
The conversation between Rosenberg and the guards gets delivered, and the woman scientist comes out of her hiding pose and joins the group in going down the stairs once Doctor Rosenberg leads the way. However, there's something really buggy about Doctor Rosenberg's path finding, and partway going downstairs, he immediately tries to get back up the flight of stairs back to the initial spot where the conversation after the firefight happens.
I tried reloading and applying the "fix" once again via console command, and this time let the group "push" Doctor Rosenberg all the way down the flight of stairs into the bottom floor with the body of a dead scientist...but the good Doc once again insists on going up the stairs back into the floor where the staged firefight happened. I take it he was suppose to continue the conversation at the bottom floor, but it never happens, suggesting another flag might be broken or triggered incorrectly.
In any case, this entire scripted sequence the most unstable out of everything I've encountered so far.
Edit 2: Tried making a Steam Recording but the movie clip keeps getting corrupted.
