No, smelter and refinery are all full auto. Check your power grid, it takes 3MW of power, which means it will take SEVERAL wind turbines to power it constantly. If you have a battery and are underpowered you will see it come on for 1 second, then turn off and charge up the battery for a few seconds and repeat. If you have base lights, this is easy to see as you will see lights blinking which means you are having constant brown-outs. Most issues like this are always power related. IO requires a sick amount of power and an insane amount to run all base production blocks simultaneously.
