It's not really a bug, I know why it is happening, I would like to find a solution for it though.

If you run a steam turbine, it will always run on 100% until it's running low on steam or the grid does not demand any energy anymore.

This leads to a constant on/off loop if the grid is not providing more steam than the turbine can handle or your batteries are full. The current issue I have is a geothermal plant which fills up the tank and the turbine is burning through the steam too fast.

I can either get more steam produced to have more available than needed or micromanage my turbine/batteries. However, it would be absolute golden if we would get a slider to adjust the turbine rate. Would that be possible? E.g. I would like to run the turbine on 20% output constantly rather than having it going 100% all the time and then looping on/off while steam is dripping in.

How do you guys handle the non-nuclear steam production? Are you grabbing dozens of tanks to buffer steam? Maybe a bigger steam storage would be sufficient, too. Then I would rather be willing to micromanage the turbine. But overall a slider for the turbine to set the poweroutput/consumptionrate would be the best imho.
