Possible to add roads in dev?

Lost roads upgrading from 1.0 but didn't notice until later than ideal. Any way to manually add them back?

You can kind of kludge it in dev mode by sending a lone pawn, constructing your route, then using instant teleport/instant work for each tile. Tedious, but achievable.
