@Old Druid & ☭ mason531 ☭: I can add new origins and a special government type. As for adding new megastructures, that was always something I wanted to expand on, so I'll see what I can do.
1. Armies. As I understand it, Warrior Servants and Sentinels made up the bulk of the Forerunner military forces, so what about Warrior Servant and Promethean / Sentinel armies, more powerful than the default assault armies but more resource intensive? You could probably add on War Sphinxes, too.
2. Buildings - I don't have many ideas on how to get started here, but off the top of my head:
-A Forerunner Building that serves as a fortress, spawning dedicated defense armies similar to those I mentioned above. If you wanted to expand on this, perhaps the fortress could be upgraded into a line installation, providing a sizable amount of Forerunner defense armies as well as an FTL Inhibitor?
-A citadel, similar to one on the ark. Since it's a "supraluminal communications array," it could probably provide a number of bonuses and jobs, providing administrative capacity, a handful of defense armies, etc. Likewise, the presence of a citadel could unlock construction of barrier towers which would further reduce orbital bombardment damage (amount of barrier towers could be capped at a low number.)
- A library / cartographer, which could provide a handful of researcher jobs or custom jobs (Lifeworkers?) but provide major research bonuses, but only one per planet.A major asset for dedicated tech worlds.
-Sentinel factories, max one or two per planet, which provide additional robotic population growth speed.
For further balance, the buildings could be expensive and/or only buildable on Forerunner worlds (Maethrillian, shield worlds, etc.)
Lastly, more expansion on the rates. I'm familiar with setting the leading Forerunner rate in the policies menu, but I can't help but feel like you could expand further on this. Perhaps buildings that can provide jobs based upon said rates? Like for example, ruler-level Builders, which could provide minor percentage bonuses to megastructure build speed or resource output, as well as pop resource output. Lifeworkers could provide minor bonuses to pop growth speed, as well as society research, Miner rate jobs could provide percentage bonuses to technician and miner output, Juridical rate jobs could provide stability and administrative capacity.
I know this is mostly a portrait mod and not a total empire overhaul, but my two cents since you're looking for additional content :P
It might be because the emitter isn't present on the mesh, though sometimes It can be a vanilla bug (that's been in the game for many years)
Also, I'm not gonna lie- I'm honestly tempted to remake that Sojourner Dreadnought (Dragoon) model for you in google sketchup or something, Its one of my most favorite ships and the current one looks like a potato =P

The Sentinel/Promethean Race: Lets you play as Sentinels/Prometheans. Leader Portrait could be Mendicant Bias!
Light the Rings: An Edict/Decision that lets you light a single Halo Ring, or the entire Halo Array, and wipe out all life within a huge radius around them that is not on a Shield World, Ring World/Halo Array, or the Ark (or Maethrillion of course). Just make sure your own Pops are safe and sound!
Oh, and I think you should change the acquisition requirements for some of the Edicts. You have an edict that requires another Edict as a prerequisite, but you cant choose it later on but only at the start. You then have another Edict like that as well. I think at the very least, Claim the Mantle should be something you can get later on, because right now its not possible to get all three Edicts if you wanted to.
Those are my big three suggestions.

I already made a mod for that. A link is in the description under Promethean/Sentinel portraits and it's compatible with this mod so you can use it together. I also made Contender-class AI as portraits in both mods as well.
I'm working on adding a decision to fire the Halo rings but I haven't made much headway into making it work yet but the groundwork like icons and descriptions are done. Just have to finish the event setup.
This mod doesn't have edicts so that may be another mod you're using and I'll think about expanding the Mantle later down the line.
Ah, my bad. I didn't mean Edicts, I meant Civics, the things you choose when making an empire and add one more of after researching a certain Society technology and then paying 250 influence.
