So whether it is available is dependent on which religion? Is it dependent on player itself like some special perks in perk tree or the race of player? I am the new one and do not know the rules of PoD. Thx.

Only vampires can do that. You need to click on yourself and choose "mass ghouling" option. After that - you will be able to recruit Ghouls and other advanced troops as Man at Arms.

Some religions can treat that as a crime.

I play Helene in Sardinia, i do not find 'mass ghouling' option, where is it? In 'vampire' option or 'personal' or 'diplomacy'. It seem like a perk?

Helena is in Via Anima, that doesn't allow mass ghouling, so she doesn't have that option

She is in Via Viero, but i could reform the religion?

Yes, you could spend a lot of faith on that or you could just switch religions. Via Tyrannus is pretty nice.
