I haven´t used the Giovanni version but usually you pick a mortal, vampire etc. and use the "mark for return" character interaction. If that character dies within the next 10 years, f.e. he is sick old, or gets murdered by you, then he is turned into a wraith. You immediately get two chances to bind the wraith. If you win the wraith is yours.

Don´t be lazy and use the imprison, mark for return, execute combo. People tend to take offense. If your court consist of 10 angry ghost rivals then murder attempts at you become very doable.
