A way to download mod without steam?

I have this on Xbox game pass for PC and would love to install the mod. Huge VTM fan and just finished running a DA game right before COVID hit. Any way to share the mod files outside of steam? I really cant afford to buy it again.

You can download the mod from Paradox too (click the arrow next to subscribe button to see manual download)
