Wheres the Military Surplus?

Just got the Raven Creek Map not to long ago, and in EVERY save i make, after a few days i go to the Mil Surplus and get the loot that's there. Since i got Raven Creek could NEVER find the surplus!

Wondering if it is INSIDE Raven Creek or elsewhere.
