The number of vehicles spawned depends on the settings you have selected in the sandbox. Two main settings affect this, namely car spawn rate (total number of vehicles appearing) and carwreck congestion (traffic jams). There are others, but they don't have as much of an impact; it's written in the sandbox settings. If any problems persist after changing these settings, there may be a mod conflict. Raven Creek has no scripts, just a few custom simple textures, otherwise it is completely vanilla in technical terms. So there is an extremely low chance that it will cause any problems. If it is a mod conflict, I recommend turning off all mods except Raven Creek and seeing if the problem persists. Of course, you will need a new game after that.
paranoia agent - It seems to be a texture issue. Raven creek does not change or replace textures; it adds a few tiles, but does not affect any vanilla textures. The only setting required for the mod is to enable double textures, and this is mentioned in the description. You have a problem, as I see it, related to vanilla dirt or water textures, and there is a 99% chance that it is not related to my mod. You should also understand that if you installed texture mods and then delete them, the changes and problems they created will still remain on the map. You need to reinstall the mod map in a clean game without mods to make sure the problem is really related to the map. The game build should be the same as the mod map. Try going to those red spots and see what is displayed in the game.
